Board Member

Andre Bowen

Andre Bowen is General Manager at CorCare, cardiac and medical specialists. He has served the healthcare community since 2011 providing clinical care as a Nuclear Medicine Technologist with the University Health Network (UHN), and as the Manager of Resource Operations at KMH Cardiology and Diagnostics. Andre is a licensed Medical Radiation Technologist with the College of Medical Radiation Technologists of Ontario. He is currently completing his Masters in Health Management with McMaster University, as well as the Certified Health Executive credential with the Canadian College of Health Leaders and PMP credential with the Project Management Institute.

Eduardo Castro

Eduardo Castro has over 25 years of professional experience in health services, focusing in mental health, addictions, health equity, policy, and health promotion. He is the Senior Lead of Health System Development with the Mississauga-Halton Local Health Integration Network (LHIN). Coupled with his professional experience, Castro has volunteered for over 25 years, including the Central East LHIN Mental Health and Addictions Network, Scarborough Civic Action Network, Scarborough Youth Addiction Services, Ministry of Health Addiction Services Implementation Committee and more. Eduardo’s interests are in change management, leadership development and community engagement.

Alice Chow

Alice Chow is a Chartered Professional Accountant and a Chartered Accountant with over 20 years’ experience in the industry. She is currently a Partner at Chan and Chow Chartered Accountants, a firm focused on advising healthcare professionals. She has a strong professional background working as a Finance Manager at Rogers Communications and a Controller at Youthdale Treatment Centre, where she also worked with the Board of Directors. Alice was also a part-time professor teaching taxation at a Post-Secondary Institution. These professional achievements have enabled her to obtain operational and leadership experience.

Andrea Gounden

Andrea Gounden is a registered nurse working in Public Health as a supervisor in the communicable disease division. Her role focuses on population health, data analysis, program development and evaluation, risk management, hiring, training, and the professional development of 51 nurses and administrative staff. Apart from nursing, Andrea is interested in education and works as an educator, teaching nursing courses focusing on gerontology. Andrea looks forward to the opportunity to develop new skills in governance.

Ching Huang

Ching Huang has extensive exposure in policy and evidence-based healthcare delivery through her engagements with the Ministry of Health and Long-Term Care, Ontario Telemedicine Network, Local Health Integrated Networks (LHINs), Community Care Access Centres (CCACs), Hospitals, Family Health Teams and Long Term Care Homes. Her areas of expertise include healthcare information management, program and outcomes evaluation, and quality improvement. Ching holds a MSc. in Epidemiology & Biostatistics and a Project Management Professional certification.

Jim Kaufman

Jim is Chair of St. Paul’s L’Amoreaux Centre; vice-chair of the MNR’s LCC Committee for the French-Severn Forest; director and past President of Kawagama Lake Cottagers’ Association; and a director of FOCA (Federation of Ontario Cottagers’ Association). Jim and his wife, Janis, lived in Toronto for 40 years and then moved to Thornbury in 2009 when Jim retired from WESCO as District Manager, GTA. Jim is a graduate of Ryerson University.

The Rev’d Dean Mercer

Fr. Dean Mercer holds a Master of Divinity from Asbury Theological Seminary and a Doctorate in Theology from Trinity College, University of Toronto. He is the parish priest of St. Paul’s L’Amoreaux Church. The parish is a large and cosmopolitan congregation of about 900 with a strong outreach program to an immigrant community with services in English, Mandarin and Tamil. He has been a member of the St. Paul’s Centre Board since 2005, taught for fifteen years at Wycliffe College at the University of Toronto, is on the Board of Directors for the Scarborough Philharmonic Orchestra, and serves on other committees and groups in the community and diocese.

Don Pollock

Don Pollock has been President of Canada Wire & Cable, as well as Spar Aerospace. He has worked as a Management Consultant with a predecessor partnership to KPMG and a policy advisor with governments including the Science Council of Canada and Ontario Manpower Commission and is an ordained Presbyterian minister. He has had extensive experience as a Chair and Board Member in both for-profit and non-profit sectors. For over fifteen years, Don has been a part of Management Advisory Service as a consultant where he has completed seventy assignments in the areas of governance, strategic/operational planning, management development and executive mentoring.

Besar Xhelili

Besar Xhelili has served as President of two corporations since 2016: Canadian Estate Management Services Inc. and Financial Square Inc. He previously practiced law from 2013 to 2016 with Agueci and Calabretta, focusing on real estate and litigation. Besar has over 10 years of experience in business development, portfolio management, joint ventures and strategic planning. He holds a B.A. from York University and an LL.B from Windsor University.
